The Beijing Youth Daily reports that subway beggars are still proving hard to tackle in Beijing. Even when caught red-handed, they simply do not have enough money to pay the fines.

In the three months since May this year, only 40 out of over 300 cases have been dealt with adequately punished according to regulations. So how serious is the beggar problem and how should this issue be tackled?
